Army Embeds Active-Duty PSYOPS Soldiers at Local TV Stations



In the last twenty years, it has been reported several times that army specialists in propaganda and psychological warfare have been embedded in the staff of television networks.

In the 1980s, officers from the 4th Army PSYOPS group staffed the National Security Council’s Office of Public Diplomacy (OPD), a shadowy government propaganda agency that planted stories in the U.S. media supporting the Reagan Administration’s Central America policies. In an article in the Miami Herald in 1987, a senior US official described OPD as a “vast psychological warfare operation of the kind the military conducts to influence a population in enemy territory.” An investigation by the congressional General Accounting Office found that OPD had engaged in “prohibited, covert propaganda activities,” and the office was soon shut down as a result of the Iran-Contra investigations. But the 4th PSYOPS group still operates.

An unofficial strategy paper published by the U.S. Naval War College in 1996 and written by an Army officer entitled “Military Operations in the CNN World: Using the Media as a Force Multiplier” urged military commanders to find ways to “leverage the vast resources of the fourth estate” for the purposes of “communicating the [mission’s] objective and endstate, boosting friendly morale, executing more effective psychological operations, playing a major role in deception of the enemy, and enhancing intelligence collection.”

In 2000, the Dutch newspaper Trouw and France’s Intelligence Newsletter revealed that several officers from the US Army’s 4th Psychological Operations (PSYOPS) Group at Ft. Bragg worked in the news division at CNN’s Atlanta headquarters last year, starting in the final days of the Kosovo War. Upon discovery, the mission was discontinued and the CNN spokesperson said: “It was inappropriate for PSYOPS personnel to be at CNN, they are not here now, and they never again will be at CNN”.

Since then, the PSYOPS operations did not end, and have even spread to local television networks. Here’s a recent article in  “The Upshot” on the presence of these agents at WRAL  in Raleigh, North Carolina and WTOC,  in Savannah, Georgia.

“The U.S. Army has used local television stations in the U.S. as training posts for some of its psychological-operations personnel, The Upshot has learned. Since at least 2001, both WRAL, a CBS affiliate in Raleigh, N.C., and WTOC, a CBS affiliate in Savannah, Ga., have regularly hosted active-duty soldiers from the Army’s 4th Psychological Operations group as part of the Army’s Training With Industry program. Training With Industry is designed to offer career soldiers a chance to pick up skills through internships and fellowships with private businesses. The PSYOPS soldiers used WRAL and WTOC to learn broadcasting and communications expertise that they could apply in their mission, as the Army describes it, of “influenc[ing] the emotions, motives, objective reasoning, and ultimately the behavior of foreign audiences.”

WRAL and WTOC were on a list of participants in the Army’s Training With Industry program provided to The Upshot in response to a Freedom of Information Act request, and a spokeswoman with the Army’s Human Resources Command confirmed that PSYOPS soldiers worked at the stations.

“Both of those stations are very supportive of the military, and think very highly of the program,” said Lt. Col. Stacy Bathrick. “Our officers are there to learn best practices in terms of programming and production side that they can use when they deploy. To be able to get hands-on interaction with a news station — there’s nothing like that.” Bathrick said the soldiers were never involved in newsgathering.

The relationship between PSYOPS, Training With Industry, and television news operations has stirred controversy in the past. In 2000, after a Dutch newspaper reported that PSYOPS troops had been placed in CNN’s newsroom under the program, CNN discontinued the internships and admitted that they had been a mistake. “It was inappropriate for PSYOPS personnel to be at CNN, they are not here now, and they never again will be at CNN,” a spokesperson said at the time.

WRAL’s news director, Rick Gall, feels differently. “My sense was, this was an educational opportunity to see how the broadcasting industry operates,” said Gall. “They’d spend time in the various departments of the station, including the newsroom. I wasn’t concerned about having someone learn what we do, and there was no influence on newsgathering. It was like shadowing.” WRAL is owned by Capitol Broadcasting Company, which owns a variety of media outlets in North Carolina. Gall said WRAL hasn’t hosted a soldier — which he described as an “embed” — since 2007. According to Bathrick, the Army’s relationship with WTOC in Savannah is ongoing — a PSYOPS officer is currently embedded there. Bill Cathcart, WTOC’s vice president and general manager, did not return phone calls or an e-mail seeking comment. WTOC is owned by Raycom Media, a television chain based in Alabama.

WRAL and WTOC are not alone among media outlets that the U.S. military has sought to learn from through Training With Industry. The Upshot has previously reported that the Marine Corps placed public affairs officers with the Chicago Tribune for several years in order to better understand how to influence and work with the news media, and hosted an officer in 2007 and 2008, despite the network’s embarrassment over the program  in 2000.”

They've come along way from the 80's haven't they….isn't CNN's Anderson Cooper ex-CIA?…& CBC's Peter Mansbridge a Builderberg Attendee?… I believe all the top Executive Editors for Major news channels/papers across the Globe have direct connections to this worldwide media PSYOPS.

And I'm sure that it's not just at TV stations. I've known professors and art house operators who've had these hanger-ons who have "military experience" from the past; probably the biggest thing was that it was so blatant.

If I knew then what I know now, I know of at least one situation which I would have handled MUCH differently. Such as avoided after my first or second visit.

Thanks for posting this link, it's very interesting. I think this part is legit, the broadcasting part of it, as far as producing informational news shows for military personnel like Army or Air Force News is perfectly fine. But it is also important to remember that this is only the outer shell that is being shown to the public to appear normal and harmless, and gain support for the troops. Nothing wrong with that, necessarily. Exactly what I was talking about in "Serbia versus the New World Order" article, but it's not limited to CNN (although Christianne Amanpour is most definitely a NWO puppet) and it certainly didn't just start in the final days of the Kosovo War.

This is what they do – and they're actively doing it 24/7 worldwide, with great success.

I advice you to read the book "The Wave" by Morton Rue or watch the movie. It was standard reading material in German secondary school. It was stunning how the Americans were brainwashed into going to Iraq in 2003 and resilient to any information that was given to them from abroad, where we had access to different information. It is also quite stunning how many "intellectuals" in the USA and elsewhere want some bizarre kind of communist/socialist system when what'd do is a moderate form of social market economy plus demoracy that is taken seriously and respected.

thats why i dont watch tv, read print media or listen the radio that much. The less media we consume is the less influenced we become. Do not let urslelf be a subject to the mass propaganda media. I totally understand your hesitation regarding exchanging information with people online. There is a risk there, I will give you that. But I mostly disagree. Over the last four years I have ended up exchanging info with a good and healthy network of like minded people who I had known via different boards/blogs etc, for quite some time before actually taking offline so to speak. These people are total godsends to me, from all over the country and abroad. With some of them I even send birthday gifts, baby shower gifts, and one I will be meeting face to face because I will actually be in his neck of the woods. He will meet my whole family. I just watched Plato's allegory of the cave, How man is controlled on VC's site. You should check it out, I've read it in school a couple of times and always liked going back to it. Don't believe the illusions these people put in front of us. There's a bigger picture, and it's our duty to find out what that picture is and help people out of their cave's.

I get the shivers when I read "Plato", because his dualism has had one of the most negative influences on human kind. The forced attempt to categorize humans into seperate men and female beings with different abilities and traits and such is just one. You also have to give this clip a second thought.

My concern is not with them being involved with or having influence on the gathering of news, rather with the formulation and presentation (spin) of news.

Need I comment about the scary irony of the word "programming" in relation to the article's context? Or the concept of "news" as a product?

Just a note on interesting propaganda going on here in Australia. Every saturday morning a particular music show airs on pay tv, it's hosted by young adults, aimed at young adults. For the past few weeks, they've been running an ad campaign. The ad shows the four young hosts being blindfolded, then being hooked up to…….get this….an electric shock device. They all have a turnat electrocuting each other, they are apprehensive at first but then one young lad exclaims "it's the best thing I've ever done". It's a really creepy ad. I don't really know what it's got to do with music clips but it's probably aiming to brainwash youngsters into thinking that being giving ECT is actually a fun thing to do…..and bring along some friends too!

Just finished reading the book "Psychic Warrior: Inside the CIA Stargate Program" by David Morehouse that deals with some of this. It's about an army recruit's journey into remote viewing.

But this sounds just like a government: Use any means necessary to gain an edge over your enemy, whether it is material techniques, or "otherwise." How many armies use religious artifacts or slogans to rally people to war? It's true that many (most?) of the higher ups think this is complete bogusness, but there is usually at least one person in a prominent position that willing to spend just a little bit on this to "be on par with the enemy" at the time.

My immediate reaction was why are psyops and broadcasting agencies mixing? It seems strange to me that the ARMY is learning from the NEWSBROADCASTERS on how to influence people. Shouldn't it be the other way around? Is it even relevant? These PSYOPS aren't going to be deciding what tie looks best with which shirt in order to please the largest audience and create a false rapport – the outlets that they will use for influencing foreign audiences would surely be much different, no?

Also if it is inappropriate for CNN to be hosting them, big or small, with that logic it would be inappropriate for them to be 'embedded' in any news company.

and why would they just focus on TV? How about some of our well established internet media or "independent" and "alternative" news & information websites? Seems reasonable that soldiers would "shadow" with a news agency if their job in PSYOPS requires knowledge of broadcasting. Can someone explain why this is a bad thing?

Well, I suppose that it doesn't do any good to the integrity of the news presented. Somethyng that is clearly visible in most mainstream news brought to you today. I for one rather have a sense of what's really going on rather than what some government wants me to believe

Additional, I could assume that there's no harm in paparazies being placed in high positions in mainstream news agencies in the UK (starsuckers) but in reality I choose to believe that it is actually harmfull and it undermines the authority of such organizations.

No where in the article did it say whether this was a bad thing or a good thing. It simply explains the programs existence.

Well, let me put it as simply as possible for you: When a country's military institutions have an uncontested, factual history of conducting psychological warfare on its citizenry whereas thousands of lives are wasted and billions of dollars stolen based on false pretenses… our media should not act as a training ground for such forces. Its kind of the definition of a conflict of interest.

The military is not supposed to use Psy-Ops on its own citizens. Planting stories counts as targeting US citizens. If the military want to train Psy-Ops personnel, they can send them to school.

Think about it. Does EVERYTHING have to be spelt out to you people. Have you no critical thinking skills? Oh of course not, we have been indoctrinated since childhood to not to think but to trust "authority" to obey and do the right thing while we are getting ripped off with taxes and what have you.
