We must question what was facilitated in that region to be bombed. Were the Rebels using public property to house ammunition? was there an anti-air turret located in that region? Calling in an Air-strike must be well coordinated and is expensive, so prior knowledge was analysed to conduct the strike. An Old tactic these rebels do is siege a building and hold everyone in the buildings as a hostage, preventing the any government assistance by repelling any advancement with Snipers/Anti-Tank/IEDs making Air-support the best option to counter these tactics.
This implies this was a rebel stronghold, or they would be evacuated by the assistance of Tanks, Armoured vehicles, infantry. What I also find strange is that the ''fist-aid'' cabinet is written in English, when French is the national 2nd language which could also mean that ambulance in the ''rubble boy'' scenario didn't even belong to the Government of Syria...
