I once watched a Sheikh make a comment about this verse. I forgot the source, it could have been our sheikh as we take weekly lessons but i cant be certain now..
Notice, when the people used to ask Muhammad, revelation followed. And it Always starts with the word: قل or "Say"..
"Say O Muhammad" thus and thus..
Say, [O Muhammad], "If you should love Allah , then follow me, [so] Allah will love you and forgive you your sins. And Allah is Forgiving and Merciful."
Say, O [Muhammad], "I am only a man like you to whom it has been revealed that your god is but one God; so take a straight course to Him and seek His forgiveness." And woe to those who associate others with Allah"
"Say (O Muhammad), "What is the greatest testimony?" Say, "God is witness between me and you that this Quran has been inspired to me to warn you with it and whomever it reaches."
EXCEPT THIS ONE you quoted above Serendipity.
To demonstrate how near He (Allah) is to us, he removes the middle man and the "say" verb and immediately says: "behold, I am near!"
The verb قل is not present in that Verse and for a REASON... Allah wants to show us how close He is to us
"And We have already created man and know what his soul whispers to him, and We are closer to him than [his] jugular vein"
No one could have engineered the Quran except the All Mighty
